Jefferson County authorities have completed their investigation into a vehicle fire that took place on westbound Interstate 70 near Mile Marker 255 in the early hours of October 24, 2025.
Deputies responded to several 911 calls about a car engulfed in flames at approximately 2:22 a.m. Among those who reported the incident was Elvyn Yohel Ramos, the owner of the vehicle. When law enforcement arrived, Ramos was found standing on the highway shoulder with packing tape around his mouth and loosely around his wrists. Deputies removed the tape, and Ramos received medical evaluation before being taken to a local hospital as a precaution.
The car involved was identified as a black 2019 Kia Forte registered to Ramos. According to initial statements from Ramos, he claimed he had been kidnapped and robbed at gunpoint by two unknown individuals who restrained him and set his vehicle on fire. However, investigators noted inconsistencies during follow-up interviews.
After conducting a thorough investigation, officials determined that the fire had been deliberately set. No evidence supported claims of additional suspect vehicles or kidnapping. Several days after the incident, Ramos filed an insurance claim describing the fire as accidental. Investigators later found discrepancies between his claim and both physical evidence and earlier statements.
Following these findings, authorities arrested Ramos on several charges:
COUNT 1: ATTEMPT TO INFLUENCE A PUBLIC SERVANT, C.R.S. 18-8-306 (F4)
COUNT 2: THIRD DEGREE ARSON, C.R.S. 18-4-104(1) (F5)
COUNT 3: INSURANCE FRAUD, C.R.S. 18-5-211(1)(e),(4)(b) (F6)
COUNT 4: FALSE REPORTING TO AUTHORITIES, C.R.S. 18-8-111(1)(a)(II) (M2)
COUNT 5: OBSTRUCTING HIGHWAY OR OTHER PASSAGEWAY, C.R.S. 18-9-107(1)(a) (PO)
The event led to several hours of closure for westbound Interstate 70 and caused significant traffic delays with vehicles rerouted onto U.S. Highway 40.
